Abstract

UNiCS, the "University Analytics Ontology", is a formal ontology for representing and integrating information about the domain of academic research (i.e., educational background, scientific publication records, expertise, grants and awards, research projects, technology and know-how transfer initiatives and management), and related services (i.e., conferences organisation, editorial boards, other community services).

Introduction

UNiCS, the "University Analytics Ontology", is a formal ontology for representing and integrating information about the domain of academic research (i.e., educational background, scientific publication records, expertise, grants and awards, research projects, technology and know-how transfer initiatives and management), and related services (i.e., conferences organisation, editorial boards, other community services).

The current version of the UNiCS is organised in the following modules:

ORG - Structural organisation. The module is about the the internal organisation of the academic institution. The module is used to describe the different organisations composing an academic institution (departments, faculties, laboratories, research centres, etc.), and the individuals working for them. Transitive ‘part-of’ connections are used here to represent structural dependencies between those entities, while intransitive ‘part-of’-like relations are specified for functional connections (where transitivity does not apply). Most of the structural connections taking part of this module of the ontology are temporally characterised in order to track eventual changes occurred in the internal organisation of the institutions.

PROJ - Research project. The module is for representing (research) projects both at the national and international level. The ontology represents previously aggregated information (e.g., coming from the Italian and the French governments), for what concerns the national research project proposals submitted in a given year and scientific sector, as well as the projects that have been effectively funded. The module reports for number of project proposal submissions, projects funded, man-months requested by an institution and funded, numbers of local units involved per year, again, and scientific sector, plus the budget initially requested and that definitively funded per project.

PUB - Bibliographic references and publications This UniCS module is devoted to the representation of all the bibliographic information documenting the entities of interest in the ontology (e.g. conference and workshop proceedings, scientific publications, books, reports, web portals, and digital archives).

REG - Registry. This module of UNiCS is about the information concerning the persons working in the university, and the academic institutions per se. The module organised this information according to their main characteristics (gender, date of birth, citizenship, and academic rank, per year and scientific sector, in the person case, for instance). The level of internationalisation of an academic institution, in a given scientific sector, as well as a quantitative basis for evaluating how much seriously is taken the topic of gender equality, are straightforward applications of the present module of the ontology. Furthermore, the module, in conjunction with the rest of the UNiCS ontology, allows to benchmark several institutions by taking into account the scientific publications produced in a given year by each of them, or the projects that have been coordinated by the involved scholars.

AUD - Auditing, rankings, evaluation, and data sources. It is widely recognised that in the recent years, rankings (together with the massive application of a multitude of different metrics) started having a big role in shaping the opinions of current and potential students, parents, employers, and government about the quality of the education and research institutions. The present module of UNiCS is devoted to the representation and the conceptualisation of ranking data, but also data and information concerning the ways academic institutions evaluate their performances on scientific production, teaching, and knowledge transfer. In UNiCS, the concept "Evaluation" is a super-concept having "RankingBasedEvaluation-Reified" and "MetricBasedEvaluation-Reified" as direct specialisations. Moreover, notice that UNiCS includes concepts about the VQR 2004-2010 (Evaluation of Research Quality), i.e. the Italian research assessment exercise that ANVUR (the National Agency for the Evaluation of the University and Research system) carries out on behalf of the Italian Ministry for Education, University and Research (MIUR). With more than 100 participant organisations, almost 70,000 contributors, and an expected total of 240,000 research products to be evaluated, VQR is by far the most ambitious research evaluation exercise ever attempted in Italy.

BUD - Budget Incomes & Expenses. This module is devoted to the representation of incomes and expenses, per year, of a single university. In the Italian case, for instance, the data have been already homogenised by the MIUR, and they are available for all the universities, research centres, institutes and schools based within the Italian borders. This kind of information is crucial to perform comparisons and monitoring which go beyond the pure bibliometrics evaluation (e.g., to compare the overall monetary resources acquired by a university and the productivity of it, or its ability to apply for European research fundings).

ESTAT - Economical KPIs. This module of the is devoted to the representation of indicators (the majority of them are currently coming from EUROSTAT) about the economical status of European regions, in which the academic institutions take place. The ontology module, and the associated instances at the assertional level, provides a mean to study at the European level the relations between the economical level of a given region and specific characteristics of the universities based on it (scientific productivity, ability to attract public research funds, reputation, for instance). Focusing on a single region, the module allows the users to systematically retrieve info about the economical resources and investments at political level, with the strategic decisions and the current scientific productivity.

Note: (i) Technically speaking, please notice that a significant number of concepts in the UNiCS Ontology have the suffix "-Reified". Every time the suffix is present in the name of a concept, it means that the involved concept is the result of the reification of a n-ary relation, with 'n' greater than 2. (ii) In the following classes documentation, we use the symbol '↦' to indicate that the filler of a given property is in the indicated class, while we use the symbol '⊑' to indicate the relative location of a given class into the overall taxonomy.

The UNiCS ontology partially relies on suitable adaptations of the concepts and predicates definitions coming from the following standards:

UNiCS Ontology is fully compatible with the VIVO­ISF Ontology (https://wiki.duraspace.org/display/VIVO/VIVO), an open source application implementing semantic web principles and technologies to represent academic research communities, and with Common European Research Information Format (CERIF - http://www.eurocris.org/ontologies/cerif/1.3/#) guidelines.

UNiCS as an OBDA/I system

The UNiCS Ontology has been originally developed to be one of the core components of the ontology-based data access and data integration (OBDA/I) platform called ONTOP (http://ontop.inf.unibz.it). The OBDA/I approach was formulated a few years ago to tackle the problem of data integration, and more generally that of accessing data sources with a complex structure (see, for instance, http://www.aaai.org/ojs/index.php/aimagazine/article/view/1799). The sector of HE&R is currently facing three major challenges: (i) Decrease or, at best, stagnation of public expenditure; (ii) Growing expectations in terms of student employability, collaboration with private companies and socioeconomic impact and new legal requirements in terms of evaluation, transparency and accountability; (iii) Increasing competition due to the globalisation of HE&R with the ensuing internationalisation of student and research staff mobility, the need for strong brands and visibility, and the focus on competitive funding. The UNiCS Platform helps the research institutions governing bodies in addressing these challenges by means of customised (qualitative and quantitative) analyses, as well as interactive visualisation tools, that integrate open data in the Higher Education & Research (HE&R) sector: the UNiCS Platform provides strategic insights, evidence-based benchmarking and modelling to top HE&R decision-makers.

In UNICS, the Data Vocabulary concept is used to represent specific terms that are used to structure aggregated data in tabular form (e.g., Excel spreadsheets). International comparisons in economic studies are generally based on sector classifications, for instance, comparisons of production, employment, research and development or foreign trade. Sectors are defined by typical products, but many enterprises produce a broad variety of different products, so that in the real world sectors describe the main economic activities of enterprises. The production and function of products are based on technologies, and most products use a variety of technologies. In consequence, the notions of "sector" and "technology" describe different aspects of products and must be analysed separately. Patents are oriented towards the legal protection of technologies and therefore the classification of patents is based on technologies or products which use specific technologies. In many cases, the patent classification is quite similar to sector classifications, but they are never identical (http://www.wipo.int/export/sites/www/ipstats/en/statistics/patents/pdf/wipo_ipc_technology.pdf). The Nomenclature of Territorial Units for Statistics or Nomenclature of Units for Territorial Statistics (NUTS; French: Nomenclature des unités territoriales statistiques) is a geocode standard for referencing the subdivisions of countries for statistical purposes. The standard is developed and regulated by the European Union (http://ec.europa.eu/eurostat/web/nuts/overview), and thus only covers the member states of the EU in detail. The Nomenclature of Territorial Units for Statistics is instrumental in the European Union's Structural Fund delivery mechanisms.
